Before getting started, I want to give a shout out to Collis down at psdtuts.com. This guy is actively putting out top notch Photoshop tutorials and has been getting crushed with traffic recently from what I can tell. Anyways, excellent work!

Nice list!
Two things:
1) the bling tutorial listed under GiMP text effects is actually a Photoshop tutorial (although I’m sure it would be pretty easy to adapt to the GiMP).
2) I also have a couple of other tutorials that might be of interest: a photo-to-sketch tutorial at http://www.ga2so.com/fakesketch.php and a “Snatchify” tutorial (http://dogwelder.com/snatch/).
